Shukla has over 31 years of experience in management and monitoring of community-based development programs in rural areas including water and sanitation programs with a strong focus on hygiene and health issues. This includes grass-root level planning; organizing urban and rural communities, implementation, monitoring and supervision of development programs at various levels (block, district and state). He is a stalwart in the design and application of community-based processes, tools and techniques at the village level to achieve sustainable development outcomes; also specializes in training and capacity building on Community Led Total Sanitation (CLTS) approach for its application on the ground to create open defecation free and fully sanitized villages and towns.
